Change SslVerifyMode to bitflags and add SSL_VERIFY_FAIL_IF_NO_PEER_CERT
SslVerifyMode was changed to bitflags to allow for bitwise operations
like (SSL_VERIFY_PEER | SSL_VERIFY_FAIL_IF_NO_PEER_CERT).
