refactor builds cmd part2 (#572)

* fix metadata info in filebuildstorage GetBuild
* move MakeSafeAbsolutePathÍnPlace to filesystem.h/cpp
* add BuildsOperationUploadFolder op moving code from builds_cmd.cpp
