Pull request description:
IsReachable is the inverse of IsLimited, but the implementation is duplicated (DRY)
- Changed the implementation accordingly.
- Added unit tests to document behavior and relationship
- My modification in net.cpp applies only to IsReachable.
- Applied clang-format-diffpy
